Goals do not work for most people, but we keep setting them.

So what can you do to make a plan for success? Experts agree on one key element: an action plan.

In the Kirkpatrick Model, the action plan is Level 3 Behavior. This is why Level 3 is the most important level and should receive the most focus and resources.

In Stephen Covey’s 7 Habits of Highly Effective People, habit #1 is, “Be Proactive,” which he goes on to explain as choosing your behavior. 

Matthew “Doc” Champagne, author of chapter 10 of Kirkpatrick’s Four Levels of Training Evaluation, explains how creating an action plan and a system provides the structure you need to accomplish your goals.
